Scope: The verification report does not describe the reasons for the phased-implementation delay and/or does not present the expected implementation dates. (VVM v.1.2 para 198 (a)).
Issue: The DOE shall explain how it has verified the implementation schedule against the initial schedule at the time of the investment decision for the missing equipment, in particular, how it has assessed the likelihood of installation of the remaining equipment according to the revised schedule (by the end of 2012), considering the financial situation of the project owner and the availability of CMM, thus unlikely to result in permanent change of the project design. In doing so, please provide data and/ or evidence, such as the CMM extraction rates and demands by other activities.
