1: Regarding the post-registration changes, namely the changes to the project design in relation to the IRR (Validation report form for post-registration changes, page 9), the DOE is requested to provide the revised financial analysis spreadsheets, where the new values for key parameters were applied, showing how the updated IRR is calculated, so that a reader can reproduce the analysis and obtain the same results, in accordance with paragraph 40 of the CDM Tool 01, Tool for the demonstration and assessment of additionality, Version 07.0.0. Additionally, please provide a validation opinion of how the updated value of the IRR is considered appropriate, in accordance with paragraph 308 of the CDM Validation and Verification Standard for Project Activities, Version 03.0.
2: Regarding the post-registration changes, namely the changes to the project design in relation to the IRR (Validation report form for post-registration changes, page 9), the DOE is requested to provide a validation of when exactly the changes occurred, reasons for these changes taking place, and whether the changes would have been known prior to the registration of the CDM project activity, as per paragraph 309 b of the CDM Validation and Verification Standard for Project Activities, Version 03.0.
3: With reference to the newly added monitoring line diagram presented on page 7 of the Monitoring Report (version 03), a connection line is observed between the project activity (PA – Talinay Oriente) and the adjacent non-CDM facility (Talinay Poniente), labelled as M1 and FS1, respectively. In accordance with paragraph 258 of the CDM Project Standard for Project Activities (Version 03.0), which requires a clear description of the monitoring system and all relevant monitoring points, the DOE is requested to provide further clarification on this connection. In particular, it is not clear if there is any electricity transferred between FS1 and M1.
