Scope: The verification report does not determine if the assumptions used in emission calculations have been justified and/or emission factors, default values and other reference values have been correctly applied. (VVM v.1.2 para 208 (d) & (e))
Issue: The DOE is requested to provide an assessment on how it has verified that the temperature of the exhaust gas above 700ºC is not an indication that the flare is not being adequately operated or that its capacity is not adequate to the actual flow. In doing so, the DOE shall follow the requirements from the clarification AM_CLA_0047, in particular in case the flare(s) installed is(are) a low-height flare(s) (less than 10 internal diameters). Please refer to VVM version 01.2 - paragraph 200, “Tool to determine project emissions from flaring gases containing methane” and associated clarification (AM_CLA_0047).
