Scope: The verification and certification report does not provide a description of the actual operation of the project activity as per VVS version 09.0 paragraph 385 (b).
Issue: The DOE is requested to explain whether the gas engine with 1 MW of capacity has already been commissioned and was under operation or not during this monitoring period as per the revised PDD approved on 29 September 2016. If so, the DOE shall explain whether a single LFG flow meter is being used to monitor the LFG supplied to the flares and gas engine, or separate flow meters are used for flares and gas engine. In case the PP is using a single flow meter, the DOE shall clarify how it has verified that the LFG supplied to the gas engine has been properly destructed as per paragraph 4 of the appendix of the applied methodological tool: Tool to determine the mass flow of a greenhouse gas in a gaseous stream, version 03.0.
