Scope: The verification report does not provide an assessment on whether the calibration of measuring equipments was conducted at a frequency specified in applied monitoring methodology or EB guidance if applicable, and/or the monitoring plan? (VVM v.1.2 para 184 (a) (ii) & EB 52 Annex 60)
Issue 1:
Although the VR explains (pg 26 and 28) that the calibration of those equipment is carried out by a 3rd party accredited laboratory, the DOE doesn't provide information about how it has verified the calibration validity of the equipment to measure CODy,ww,untreated (Chemical oxygen demand of the wastewater entering the anaerobic treatment system) and CODy,ww,treated (Chemical oxygen demand of the treated wastewater). Taking into account that: (i) the chemical oxygen demand values are used to calculate the project emissions and (ii) the QA/QC procedures described in the monitoring plan of the registered PDD include that COD analysis of wastewater samples will be conducted in accordance to analysis equipment manufacturer’s specifications and will include blank and calibration standards; the DOE is requested to provide information about how it has been verified that the calibration of equipment to measure CODy,ww,untreated and CODy,ww,treated was valid during the entire monitoring period.
Issue 2:
The VR (pg. 23) explains that the Electronic Weight Bridge that measure FFB production has been calibrated annually according to the local regulation and provides the date of last calibration (15-04-2011). Additionally, the MR, table B.1.2 states that the previous calibration was on April 2010. However, nor the MR neither the VR include the complete date of the previous calibration. It is not clear how the DOE has verified that the Electronic Weight Bridge calibration is valid for the entire monitoring period (01 Jan 11 - 30 Sep 11). The PP/DOE are requested to provide the complete Weight Bridge calibration dates.
