Submission incomplete:
1: Scope: The monitoring report does not contain the values of the monitored parameters used to calculate baseline, project and leakage emissions as well as other parameters required by the applied methodology and the registered monitoring plan as per PS version 09.0 paragraphs 247 and 248 (a) (c) (d) (e) (f).
Issue: The monitoring report has provided the monitored values including EGoutput,y of 143,200 MWh, EGimport,y of 610 MWh and EGim-spare,y of 8.624MWh. However, these reported values are different from values in the spreadsheet and the verification report (EGoutput,y: 142,288.144MWh, EGimport,y: 615.384 MWh and EGim-spare,y: 13.894MWh)
2: Scope: The monitoring report does not contain a description of the equipment used to monitor each parameter including details on accuracy class and calibration information (frequency, dates of calibration and validity) as specified by the monitoring methodology and the monitoring plan as per PS version 09.0 paragraph 248 (b).
Issue: The monitoring report states that there are three meters (M1, M2 and M3) used for the monitoring of electricity exported and imported. However, it does not contain the calibration information such as the dates of calibration and validity.
3: Scope: The verification and certification report does not provide an assessment on whether the calibration of measuring equipments was conducted at a frequency specified by the applied methodology, the standardized baseline and/or the monitoring plan as per VVS version 09.0 paragraph 400.
Issue: There is inconsistency in the serial number of M1 in the verification report and the monitoring report. The serial number in the tables (p 14 - 16) and the reference (p 25) of the verification report refer 011412100000000003 and the monitoring report refers to the serial number of 20060626020060 for M1. Please rectify this inconsistency.
4: Scope: The verification and certification report does not provide an assessment and close out of any CARs, CLs or FARs issued, nor/or if appropriate, an assessment of remaining issues from the previous verification period as per VVS version 09.0 paragraph 409 (g) (h).
Issue: The DOE raised CAR 1 and CL 1 as the monitoring report did not contain the information on the meter calibration and there was different emission reductions between the monitoring report and the excel sheet accordingly. The verification report (p 46) states that it closed the CAR and the CL based on the updated monitoring report version 2. However, the DOE has submitted the version 1 of the monitoring report for the request for issuance.
