The DOE is requested to explain how it has verified the following parameters in line with the applied methodology as required by paragraph 357 of VVS for project activity (version 02.0):
(i) Parameter FCFi (Faction of fossil carbon in waste type i). As per the methodology, the parameter is monitored annually, and to be determined through sampling where the samples shall be chosen in a manner that ensures estimation with 20% uncertainty at 95% confidence level. However, in the PDD, the parameter is fixed ex-ante;
(ii) Parameter EFi (Combustion efficiency for waste type ‘i’). As per the methodology, the parameter is monitored annually, and the source of data should be the following, in order of preference: project specific data, country specific data or IPCC default values. The methodology also adds that, as per guidance from the Board, IPCC default values should be used only when country or project specific data are not available or difficult to obtain. However, there is no opinion from the DOE how this parameter, particularly the value for each waste type ‘i’, has been determined in line with the methodology.
