1: VVS-PA, paragraph 360:
The monitoring plan in the PDD requires meters with accuracy class of 0.3 for flow meter to measure parameter FCgas,j,y, whereas the spreadsheet and appendix 5 of the verification report mention accuracy class of meters as 0.25%, 0.5% and 1%. The DOE is therefore requested to explain how it concluded that the monitoring of the project activity is being carried out in accordance with the monitoring plan.

2: VVS-PA, paragraphs 361(c) and 366:
Issues regarding the measuring equipment have been observed as follows:
(a) As the monitoring plan does not state the calibration frequency for the gas chromatograph analyzer, the DOE is requested to explain how the gas chromatograph analyzer has been calibrated in accordance with frequency defined by the local/national standards or the manufacturer’s specification as required by paragraph 361(c) of VVS-PA;
(b) The DOE mentioned that it observed delayed calibration of the flow meters used to measure parameter FCgas,j,y. and gas chromatographs to measure parameter wC,gas,y, and maximum permissible error of 1% is applied for parameter FCgas,j,y and 10% error factor is applied to parameter wC,gas,y during the delayed calibration periods. The DOE is requested to explain how these applications are in accordance with paragraph 366 of VVS-PA, as there is no information on the results of the delayed calibration test of the flow meters and gas chromatographs. It is also observed that as per the monitoring report, the accuracy of gas chromatographs is 2%;
(c) The DOE mentioned that it observed delayed calibration of gas chromatographs to measure parameter p,gas,y (Density of recovered gas) and 10% error factor is applied to this parameter during the delayed calibration periods. However, it is not evident from the spreadsheets that there is any application for delayed calibration as required by paragraph 366 of VVS-PA and there is no information on the results of the delayed calibration test of the gas chromatographs;
(d) Page 17 and page 18 of the monitoring report state that gas chromatographer analyzer GC_GL_01 was calibrated in October 2016, October 2017 and October 2018. This indicates that gas chromatographer analyzer GC_GL_01 was used for measurement of wC,gas,y and p,gas,y from October 2016. However, appendix 5 of the verification report mentions that there was a gap in calibration of gas chromatographer analyzer GC_GL_06 from 01/03/2018 to 26/09/2018, and this implies that gas chromatographer analyzer GC_GL_06 was used in 2018. The DOE is requested to address this discrepancy.
