Submission incomplete:
1: Scope: The monitoring report does not contain a description of the nature, extent and duration of the non-conforming monitoring and the proposed alternative monitoring of the project activity as per PS version 09.0 paragraph 272.
Issue: The paragraph 272 of the project standard states that the project participant shall describe the duration of the non-conforming monitoring. However, it is not clear whether the expected installation of flow meters by end of November 2017 are for both Qoil.y and FCk,y or only for FCk,y. The PP/DOE is requested to further clarify the expected date when the meters for each parameters would be installed, if applicable.

2: Scope: The verification and certification report does not provide a conclusion on the verified amount of emission reductions achieved nor/or confirm that appropriate methods and formulae for calculating baseline emissions, project emissions and leakage have been followed as per VVS version 09.0 paragraphs 403 (c) and 409 (j).
Issue: It has been observed that in ER spreadsheet, sheet "ER calculation", cell P32, Q32 and R32, the forumla applied are not in consistent with the formula indicated in page 34 of the monitoring report, the DOE is requested to clarify how it has verified the calculation as per registered monitoring plan and applied methodology.
