Issue: The DOE raised CL regarding the use of compressor rated capacity during outage period. However, the DOE did not provide information on 1) what was the reason of the outage of the in-line air compressor for 2,965 hours for this monitoring period and 2) how it has validated the rated capacity and actual operation of any stand-by air compressor used during project implementation.
