Submission incomplete:
1: Scope: The monitoring report does not contain a description of the monitoring systems, quality assurance and/or quality control system employed by the project activity, data collection procedures (information flow including data generation, aggregation, recording, calculation and reporting), organizational structure, roles and responsibilities of personnel, emergency procedures for the monitoring system, and/or line diagrams showing all relevant monitoring points). as per PS version 09.0 paragraph 246.
Issue: The registered PDD (page 31) and the monitoring report (page 26) mention that the project activity, together with others, is connected to two substations (Harogeri and Bagewadi). However no line diagram, showing the relevant monitoring points, has been provided.
2: Scope: The verification and certification report does not list each parameter required by the monitoring plan and does not provide an statement on how the DOE verified the information flow for these parameters including the values in the monitoring reports as per VVS version 09.0 paragraphs 393 and 409 (e).
Issue:The percentage loss for all windmills connected to the sub-stations (Z) is calculated as the difference between “the total electricity supplied by all the windmills connected to the sub-station (X) and “the reading of the bulk meter installed at the sub-station, (Y) i.e. [(X-Y)/X]*100. It is noted that the “Z” value for August 2015 is negative for one of the sub-stations (Harogeri sub-station). The DOE shall provide information on how it verified the correctness of the calculated “Z”-values considering that, due to transmission losses, the values for “X” are always greater than values of “Y”.
3: Scope: The verification and certification report does not provide a conclusion on the verified amount of emission reductions achieved as per VVS version 09.0 paragraph 409 (j).
Issue: The following is observed on the submitted request for issuance of CERs (CDM-ISS-FORM):
i. The form is dated 22/11/2016 whereas the DOE’s site visit was made on 21-22/02/2017;
ii. The form shows emission reduction as 58,331 tCO2e whereas the monitoring report and verification report show 58,683 tCO2e.
The PP/DOE are requested to address these inconsistencies.
