Submission incomplete:
1: Project’s monitoring diagram: Regarding the general line diagram provided in the MR, page 6, Figure 2, and MR, page 10, Figure 3; the DOE is requested to produce a detailed project diagram reflecting the current implementation of the project activity, including but not limited to the project boundary, the location of the 45 WTGs, the meters connected to the WTGs, the current metering configuration at the Talinay substation (including the number of meters in operation, the meter IDs/models, and the specific points where each meter is installed), all existent substations, and connection to the grid. In doing so, please indicate the corresponding labels of all the elements in the diagram.
2: In view of the DOE’s assessment provided on page 12 of the VCR: “As checked on site visit, when Talinay Poniente (other wind farm project) were installed beside Talinay Oriente Project, the general metering diagram changed. For each Talinay wind farm was installed new independent meters (ION 7650) in the same Talinay substation, and the original Talinay Oriente original meter (ION 8600) was relocated in the same substation measuring the two-farm generation together. This occurred during the period 01/08/2014 (new meter for Talinay Oriente)-31/01/2015 (final work for reconfiguration in Talinay Substation). These three measurements are used by Enel and CEN (Nacional Electricity Coordinator-in Spanish) as a crosschecking system. This QA/QC is an internal process performed by Enel at the invoicing time, at is not part of the PDD committed QA/QC”.
The DOE is requested to describe in detail the current metering configuration at the Talinay substation applicable to PA 9361, including: the number of meters in operation, the meter IDs/models, and the specific points where each meter is installed.
In doing so, please clarify:
1. Given that there is no evidence of the electricity meter installed in the project before 01/08/2014, and that the PP is not claiming CERs before that date, during the rest of the monitoring period 02/08/2014 - 31/12/2019, which meter was currently used as the primary meter, the data from which are used for the calculation of net electricity supplied to the grid under the PA.
2. What is the respective role of the independent ION 7650 meters installed for each wind farm in monitoring, and how the DOE ensures that only electricity attributable to Talinay Oriente is included in the emission reduction calculations, given that the relocated ION 8600 meter measures the combined electricity generation of Talinay Oriente and Talinay Poniente.
