1: Scope: The validation opinion does not contain a confirmation whether the temporary deviation from the registered monitoring plan or applied methodology does not require prior approval of the Board and the provisions of Appendix 1 of PS apply to those deviations (VVS v2, para 252)
Issue: The DOE is requested to explain what deviation that is requested in regard to the monitoring of parameter BFk,y is. In doing so, the DOE shall also explain what the requirement in the revised monitoring plan is for this parameter, and how the monitoring practice was temporarily deviating from the revised monitoring plan. It has been observed that the temporary deviation is requested because of the paper records of belt scale data were lost due to flooding. However, the belt scale is not included in the revised monitoring plan. Furthermore, as the belt scale has also been used in the monitoring of the parameter BFk,y, the DOE is requested to explain why FAR is not raised to revise the monitoring plan to reflect the actual monitoring practice.
2: Scope: The verification report does not list each parameter required by the monitoring plan and does not provide an statement on how the DOE verified the information flow (from data generation, aggregation, to recording, calculation and reporting) for these parameters including the values in the monitoring reports (VVS v2, para 236, 284 (e)).
Issue: The DOE is requested to explain how it verified the leakage from the wood bark, in particular as it is calculated based on non utilized ratio of 0.41 from year 2007.
