Submission incomplete:
1: Scope: The monitoring report does not contain emission factors, IPCC default values, and/or other reference values used in the calculation of emission reductions. (PS v7 para 252(g)).
Issue: According to the monitoring report (page 9), the quantity of the biomass has been sourced from "Survey / statistic conducted by local government annually". However, information / reference related to relevant survey / statistic has not been submitted.

2: Scope: The verification report does not indicate that the information provided in the monitoring report has been cross-checked with other sources such as plant log books, inventories, purchase records, laboratory analyses. (VVS v7, para 290 (b))
Issue: The verification report (pages 17 & 20) mention that "The quantity of each biomass type was cross-checked with annual energy balance that is based on purchased quantities and stock changes". However, information related to how the cross-checking with annual energy balance was carried out has not been provided. Also the DOE has not reported how it has verified the results of the energy balance cross-checking.
