With regard to the temporary deviation from the registered monitoring plan:
(a) The table 2.4 of Chapter 2 of Volume 5 of IPCC 2006 provides a range of value for the parameter FCFi for each waste type i. The DOE/PP is requested to explain how the use of "Default" value from the table above is considered the most conservative value as compared to the use of upper value of the "Range";
(b) The DOE/PP is requested to cite the complete source of the IPCC (Volume, Chapter, table, page) for parameter FCFi and EFi in the monitoring report and the validation report.
