1: Scope: The verification report does not provide a description of the actual operation of the project activity (VVS v2, para 228 (b))
Issue: Changes from the project activity as described in the registered PDD was accepted on 14 Jun 2012 on the basis that:
- the additional pump does not result in increased extraction; and
-there are sufficient gas and the excess is vented to the atmosphere. According to the request for registration of PA9019 submitted by the same DOE, PA9019 utilizes gas that is “rejected” by tPA1880 and that since the “beginning” the gas has been separated according to the concentration: below and above 30% methane. However, such separation process had never been described in the PDD of PA1880. Page 16 of the validation report for request for registration of PA 9019 states "low concentration CMM and high concentration CMM is separated at the very beginning at the underground boreholes at the drilling site based on CMM concentration measurement and two gases is then extracted through separated underground pipelines, separated vertical holes to the ground with separated surface drainage pumps." Further clarification is required for the properties of the gas that is vented; whether part of the 32.6% gas from the boreholes, the 89.7% gas from the vertical surface well, the mixture those with concentration of 41%, or below 30% which is utilized by PA9019. In doing so, please provide evidence to support it.
2: Scope: The verification report does not provide a conclusion on the verified amount of emission reductions achieved and/or determine that calculations of baseline emissions, project emissions and leakage as appropriate have been carried out in accordance with the formulae and methods described in the monitoring plan and the applied methodology document. Issue: Further to the issue on the project description, please substantiate that the leakage due to the diversion of the baseline thermal demand is zero, providing the availability and the consumption of the gas with each concentration: 89.7%, 32.6% and below 30%, and to demonstrate that the demand of each concentration is met even in extreme situations as per the applied methodology.
