1: Scope: The verification and certification report does not list each parameter required by the monitoring plan and does not provide an statement on how the DOE verified the information flow for these parameters including the values in the monitoring reports as per VVS version 09.0 paragraphs 393 and 409 (e).
Issue: With regard to the determination of steam enthalpies (i.e. related to parameter HIPJ,y,10, HITot,y,10, HIPJ,y,11, and HITot,y,11) which are based on the parameters of the steam streams (i.e. flow rate, pressure and temperature), (a) the measured flow rates, pressures and temperatures are not reported in the ER spreadsheet; and (b) it is not reported how the parameters (i.e. HIPJ,y,10, HITot,y,10, HIPJ,y,11, and HITot,y,11) are derived from the steam enthalpies.
2: Scope: The verification and certification report does not describe how the reported data have been cross-checked with other sources as per VVS version 09.0 paragraph 403 (b).
Issue: Neither the PP nor the DOE has reported on how the monitored actual fuel consumption towards electricity generation in project activity turbine (i.e. FCPJ,10 and FCPJ,11) has been cross-checked with the annual energy balance as per the monitoring plant (i.e. the consistency of monitored fuel consumption quantities will be cross checked by applying an annual energy balance that is based on purchased quantities and stock changes).
3: Scope: The verification and certification report does not provide a conclusion on the verified amount of emission reductions achieved nor/or confirm that appropriate methods and formulae for calculating baseline emissions, project emissions and leakage have been followed as per VVS version 09.0 paragraphs 403 (c) and 409 (j).
Issue: With regard to the calculation of baseline emission of unit 11, the quantity of electricity generated in the project activity turbine (EGPJ,y) is lower than the historic average annual generation level (EGAVR), which falls in case (c) in page 8 of AM0062 Version 02 (the calculation of baseline emissions is BEy = EGPJ,y x EFBL,y). However, the baseline emission of unit 11 is calculated using the formula in case (b).
