Scope: The verification report does not provide an assessment on whether the calibration of measuring equipments was conducted at a frequency specified in applied monitoring methodology or EB guidance if applicable, and/or the monitoring plan (VVS v5, para 238-243)
Issue: In page 32 and 33 of the verification report, it has been verified by the DOE that the old meters (series number: 53032528 and 53032529) were replaced on 02/02/2012, whereas in page 39, the DOE has verified the calibration certificates issued by EPSA for these two meters on 05/03/2012. The DOE is requested to clarify the date when such calibrations were conducted and the conclusion of the calibrations on the meter uncertainty. Further, it has been stated in page 32 and 33 of the verification report that no calibration activities were executed for the old meters from 18/11/2010 to 01/02/2012 and for new meters (series number: 53121466 and 53121467 which were installed on 02/02/2012). The DOE has explained that the calibration requirement is satisfied because it has not spent two years since the installation of both the old and new meters. It is also noted that only the installation certificate instead of calibration certificate for the new meters were checked by the DOE. The PP/DOE is requested to clarify: (a) the date when the old meters(series number: 53032528 and 53032529) were installed; (b) the date of the latest calibration for the old meters before 18/11/2010; (c) how the installation certificates are considered as calibration as per PR.PRO.03.0001 "Procedure for control of the production equipment". In case no calibration activity was conducted at the time of installation, or the validity of the calibration of each meter does not cover the period of its usage, the DOE should consider that the calibration was delayed.
