Submission incomplete:
1: As per VVS para 356 (d), the DOE shall report an opinion on the cause of any increase in the actual GHG emission reductions achieved by the registered non-A/R CDM project activity in the current monitoring period that was reported in monitoring report.
In the VR, page 25, the DOE stated confirmed that "the ex-post determined value was found to be proportionally lower than the ex-ante estimated value" and that "It is confirmed that the actual emission reductions fit to the ex-ante estimated values in the latest approved PDD. No further justification or explanation is deemed required"
The DOE is requested to clarify how it confirmed that the claimed emission reductions were lower than expected as the monitoring report states that the actual emission reductions were higher than expected.
2: As per VVS para 360, the DOE shall determine whether the monitoring of parameters related to GHG emission reductions or net anthropogenic GHG removals in the registered PDD has been implemented in accordance with the registered monitoring plan.
In the section E.5 of the VR, the DOE states that "The electricity generated from Project and other project was connected to the 110kV Substation via the Dalongkou II transmission line which is t in line with the monitoring plan in the PDD". The DOE is requested to clarify the connection arrangement of the project activity to gird. In particular, the DOE is requested to clarify: (i) which transmission line was used during this monitoring period and what the requirement in the monitoring plan is; (ii) to which substation the project was connected during this monitoring period and what the requirement in the monitoring plan is. Furthermore, if the monitoring is not as per the monitoring plan, the DOE is requested to explain why post-registration change is not requested for this monitoring period.
3: As per VVS para 354 (b), the DOE shall determine whether any deviation or the proposed or actual changes in the implementation or operation of the project activity comply with the relevant requirements in the “CDM project standard for project activities”:
In section E.4.5 of the verification report, it is mentioned that " There is permanent change from registered monitoring plan observed prior to or during this monitoring period". And in section E.4.6. "There is change to the project design observed prior to or during this monitoring period.".
The DOE is requested to provide clarification on the permanent change and change to the project design as no information is included in the Monitoring Report about these changes.
