Submission incomplete:
1: The DOE shall determine that any corrections to project information or parameters fixed at validation, as described in the registered PDD, made by project participants in a revised PDD comply with the relevant requirements in the “CDM project standard for project activities” (paragraph 287 of VVS for PA version 1).
The DOE includes the change of the version of ‘Tool to calculate the Emissions Factor for an electricity system’ from the version 2.2.2 to “the latest version at the time of verification” under the correction of the PRC. The DOE is required provide further information on 1) how it considers that this change is a correction under PRC as it is not making any corrections to the project information or parameters fixed at registration as per the paragraph 223 of the PS version 1, but updating the version of the applied tool from version 2.2.2 to version 6 or latest version at verification which will be applied in the monitoring plan under the section 8.3.4 of the PS and 2) how it validates this change will meet all requirement of the version 6 applied in this request for issuance or the latest version of the tool at the time of verification including the applicability conditions as the DOE did not provide any validation opinion on the use of the version 6 and the latest version of the tool at the time of verification is not available accordingly.

2: the DOE shall determine whether the equipment is calibrated either in accordance with the specifications of the local/national standards, or as per the manufacturer’s specification.
The DOE states that calibration frequency indicated as 24 months for ISKRA meters and 12 months for EDMI meters have been removed from the revised PDD in accordance with their manufacturer specifications as per the appendix 1 of the PS. The monitoring report (p 12) states that " if there is a deviation of 1% or more between the Billing meter and Check meter used to obtain data from the same source, then TANESCO investigates and calibrates immediately and will not wait for the annual calibration exercise." Therefore, it appears that there is annual calibration of the the main and check meters at the grid interconnection point (EDMI-mK10E).
The DOE

3: The DOE shall determine whether the monitoring of parameters related to GHG emission reductions or net anthropogenic GHG removals in the registered PDD has been implemented in accordance with the registered monitoring plan (paragraph 363 of VVS for PA version 1) and the project participants shall provide all parameters used to calculate the baseline GHG emissions for the monitoring period as required by the applied methodologies, the registered monitoring plan and, where applicable, the applied standardized baselines. The project participants shall provide information on how data and parameters have been monitored (paragraph 260 of PS for PA version 1)
The DOE states that the grid emission factor “is a calculated parameter for the grid emission factor of the national grid, and relies on official hourly generation data provided by TANESCO” and “Simple OM method has been applied since low-cost/must-run resources (hydro resources) constitute less than 50% of total grid generation in an average of the five most recent years respectively.” The PP/DOE is required to provide further information on how it verified the ex-post calculation of the grid emission factor as per the applied tool as it does not provide a spreadsheet which contains the calculation of the grid emission factor transparently as per the tool.
