Regarding Temporary Deviation #1 and the delayed construction of the NG distribution network pipeline at the project site—which, according to PPD version 4 (page 6), was expected to be implemented by the end of 2015—further clarification is required. As this is the first request for issuance covering 4 years and 9 months, and considering that PDD version 4 (page 8) states that the upgraded gas transportation by trucks is a temporary solution until the NG distribution construction, expected to occur up to December 2015, the DOE is requested to further explain how this delay in constructing the NG distribution network is still considered temporary (and not permanent). Additionally, please provide details and information on the revised plan and updated timeline for the NG distribution network construction. In doing so, please refer to paragraphs 354 and 355 from the “Standard – CDM validation and verification standard for project activities - Version 03.0” and paragraph 231 from the “Standard - CDM project standard for project activities - Version 03.0”
