1: Scope: Project participants shall describe the monitoring system and provide line diagrams (graphical schemes) showing all relevant monitoring points. This description may include data collection procedures (information flow including data generation, aggregation, recording, calculations and reporting), organizational structure, roles and responsibilities of personnel, and emergency procedures for the monitoring system. (PS v7 para 250).
Issue: The revised monitoring plan shows the list of measuring equipments involved in the monitoring. However, some inconsistencies have been identified. For example for monitoring parameter "CLNKy" the Weighing feeder 12W202 in the revised monitoring plan is not included in the monitoring report, and for monitoring parameter "PELE_clay, y" the electricity meter PHB-11 reported in the monitoring report is not included in the revised monitoring plan.
Furthermore, it is noted that the following monitoring instruments were newly included during this monitoring period which are "P9: 09W307 (Additive 9A Weighing Feeder), P9: 09W308 (Additive 9B Weighing Feeder), P9: 09W309 ( Clinker 9C Weighing Feeder), P9: 09W310 Gypsum 9C Weighing Feeder), P9: 09W312 (Additive 9C Weighing Feeder), P10: 10W306 (Clinker 10B Weighing Feeder), P10: 10W307 Gypsum 10B Weighing Feeder, P10: 10W308 Additive 10B Weighing Feeder, P9: 09P008 (KWH Meter VVVF Transformer Cement Mill 9C), P9: 09P009(KWH Meter Mill Main Drive Cement Mill 9C), P9: 09P010 (KWH Meter Distribution Transformer Cement Mill 9C) and P10: 10P008 (KWH Meter Incoming Feeder Cement Mill 10B)."
Moreover, the following monitoring instruments "P9: 09P008 (KWH Meter VVVF Transformer Cement Mill 9C), P9: 09P009 (KWH Meter Mill Main Drive Cement Mill 9C), P9: 09P010 (KWH Meter Distribution Transformer Cement Mill 9C), P10: 10P008 (KWH Meter Incoming Feeder Cement Mill 10B)" were listed only in Annex G "Calibration date of equipment" page 144 of the monitoring report, but there is no reference to which monitoring parameter belongs to. Therefore, further information is required by the PP/DOE on how the monitoring instruments are implemented in project activity in line with the revised monitoring plan by providing line diagrams showing the type of monitoring instrument and its identification number for each monitoring point.

2: Scope: The verification report does not provide a description of the actual operation of the project activity (VVS v7, para 271 (a))
Issue: Monitoring report page 13 states that there is other additional facility (Citeureup 13 "Other facility") for blended cement and included in this project: “In the gypsum storage, additional hopper has been installed and this is to feed the trass and limestone to P6, P7 and P8”. However, the DOE did not provide any verification on this facility in its report. Further information is required by the DOE on how it verified this as per the registered PDD.

3: Scope: The verification report does not provide an assessment on whether the calibration of measuring equipments was conducted at a frequency specified in applied monitoring methodology or EB guidance if applicable, and/or the monitoring plan (VVS v7, para 282)
Issue: Annex G of the monitoring report provides the calibration date of the monitoring instruments. However, the calibration of some Weighing Feeder and kWh meters such as "P9: 09W307 (Additive 9A Weighing Feeder), P9: 09W308 (Additive 9B Weighing Feeder), P9: 09W309 ( Clinker 9C Weighing Feeder), P9: 09W310 Gypsum 9C Weighing Feeder), P9: 09W312 (Additive 9C Weighing Feeder), P10: 10W306 (Clinker 10B Weighing Feeder), P10: 10W307 Gypsum 10B Weighing Feeder, P10: 10W308 Additive 10B Weighing Feeder, P9: 09P008 (KWH Meter VVVF Transformer Cement Mill 9C), P9: 09P009(KWH Meter Mill Main Drive Cement Mill 9C), P9: 09P010 (KWH Meter Distribution Transformer Cement Mill 9C) and P10: 10P008 (KWH Meter Incoming Feeder Cement Mill 10B)" indicated in monitoring report (p 140 and p 144) does not cover the entire monitoring period. Further information is required by the DOE on how it verified the calibration of the monitoring instruments.

4: Scope: The verification report does not provide a conclusion on the verified amount of emission reductions achieved and/or determine that calculations of baseline emissions, project emissions and leakage as appropriate have been carried out in accordance with the formulae and methods described in the monitoring plan and the applied methodology document. (VVS v7, para 290 (c).
Issue: Further information is required by the DOE on how it verified the "Baseline additive to cement ratio" applied during this monitoring period in line with the registered PDD (p. 40) and applied methodology (p. 4) which require that the benchmark incorporates a trend increase, of an annual 2% increase in additives.
