Scope: The verification report does not determine if the assumptions used in emission calculations have been justified and/or emission factors, default values and other reference values have been correctly applied. (VVM v.1.2 para 208 (d) & (e))
Issue: According to the registered PDD (page 20-21) and the Validation Report (page 14-15), the permitted operating range for Oxidation Temperature is from 895 to 884 Deg C, for Oxidation Pressure is from 475 to 426 KPa and for Ammonia-air ratio max is 10.3%, based on historical data values. However, it is noted that the Monitoring Report (page 12,13 and 30 ) and Verification Report (page 27) state that the permitted range is 920 to 840 Deg C for Oxidation Temperature, 510 KPa for Oxidation Pressure and 10.5% for Ammonia-air mix based on design values, which is inconsistent with the validated ranges.The DOE is requested to address the inconsistencies.
