Submission incomplete:
Scope: The verification and certification report does not state that the monitoring has been carried out in accordance with registered or the revised monitoring plan as per VVS version 09.0 paragraph 392.
Issue: The DOE stated in the verification report (page 52) that it verified the mass and energy balance of the recovery boiler to cross-check the total amount of biomass combusted. However, as part of the temporary deviation submitted along with this request for issuance, it is verified that the monitoring parameters - HCBL (baseline heat generation in year y) and BRPJ,n,y (Quantity of biomass residues of category n used in the project activity) either have not been monitored or partially monitored during the current monitoring period (01/02/2014 to 31/12/2015). So, in accordance with the applied methodology (ACM0006 v12.1, page 61) and registered PDD (page 84), the DOE shall clarify how it has verified the energy balance calculations given the fact that the above two parameters are essential to calculate energy balance. The PP/DOE may wish to submit the energy balance calculation as part of this request for issuance.
