The actual emissions achieved in this monitoring period is more than 5% greater than the estimate in the registered PDD. According to registered PDD, the estimated emission reductions for the current monitoring period (22/05/2014 to 31/12/2020), is 512,879 tCO2e and the emission reductions achieved during this monitoring period is 540,148 tCO2e. In particular the emission reductions claimed in calendar year of 2015, 2016 and 2017 within this monitoring period have continuously exceeded the estimation in PDD with a rate of 33%, 30% and 14% respectively. The DOE has verified that it is due to the difference on the OM Grid emission factor: 0.3932 tCO2/MWh in the revised PDD and ex-post monitored OM data: 0.5597, 0.6228 and 0.5882 tCO2/MW respectively in 2015 to 2017. However, the difference on the ex-post OM data may impact 20% on the total emission reduction claimed and there is no accessible data provided to substantiate DOE's conclusion.
