Submission incomplete:
1: For the parameters “Quantity of biomass residues of category n used in the project activity in year y” (BRPJ,n,y) and “Quantity of biomass residues of category k used in the project activity in year y for which the baseline scenario is B4” (BRB4,n,y), the monitoring report (pages 19 and 20, respectively) states that the values were determined through an energy/mass balance and provides the resulting values. However, the traceable calculations and supporting information for the referenced energy/mass balance have not been submitted, and therefore it is not possible to verify how the reported values were derived and aggregated. Furthermore, although the project activity involves co-firing of fossil fuels, the monitoring documentation does not provide sufficient information on the amount of fossil fuels co-fired in comparison to the total fuel fired on an energy basis, as required by the applicability conditions of ACM0006, version 12.1.1 (page 4). Therefore, the DOE is requested to provide:
i. the energy/mass balance calculations, including how the reported biomass residue values were aggregated, and
ii. the data demonstrating the proportion of fossil fuels co-fired relative to the total fuel fired on an energy basis.
Please refer to paragraph 364 of the VVS-PA, version 03.0.
2: It is observed there is a note on page 36 of the monitoring report which states “One of the gross energy meters' calibration expired in 2017”. Same note appears in the ER calculations workbook, tab “2018 data”, cell B24. The DOE is requested to clarify which meter is referred to. Please refer to paragraph 371 of the VVS-PA, version 03.0.
3: It is observed that the parameters “Gross quantity of electricity generated in all power plants” –ELPJ,gross,y– (VR, page 27), “Project electricity imports from the grid” –ELPJ,imp,y– (VR, page 29), and “Total auxiliary electricity consumption” – ELPJ,aux,y– (VR, page 31) were cross-checked by comparing the generation index (MWh/tDS of black liquor) with previous years and with the theoretical index. Further, the verification report (CL03, page 67) states that “the net electricity generated has been compared to the invoices and a 5% difference has been observed, which is also considered reliable”. The DOE is requested to clarify how the observed differences were taken into account in the emission reduction calculations. In doing so, please identify which values (invoice or metered) were applied for ER calculations for the parameters ELPJ,gross,y and ELPJ,imp,y. Please refer to paragraph 373 (b) of the VVS-PA, version 03.0.
