Submission incomplete:
1: Scope: The verification and certification report does not provide an assessment on whether the calibration of measuring equipments was conducted at a frequency specified by the applied methodology, the standardized baseline and/or the monitoring plan as per VVS version 09.0 paragraph 400.
Issue: The DOE (p 19-20) states that "Calibration for the diesel flow meter is to be done annually. The project entity has applied the maximum error of 1% throughout this monitoring period due to the delay from 01/01/2014 to 06/06/2014. The error of 0.96% from the latest calibration result is smaller than the maximum permissible error. " However, the submitted spreashsheet and CL2 (p 39) show that the highest monthly diesel consumption (August, 2014) is applied to the month from February to May when the flowmeter was taken out for calibration. The DOE is requested to provide further clarification on how it verified the project emission due to the diesel consumption.

2: Scope: The verification and certification report does not provide a conclusion on the verified amount of emission reductions achieved nor/or confirm that appropriate methods and formulae for calculating baseline emissions, project emissions and leakage have been followed as per VVS version 09.0 paragraphs 403 (c) and 409 (j).
Issue: Issue: The DOE (p 38) states that "The team has also established that the proposed changes to steam sharing have occurred within this monitoring period (14/09/2014)/TOC/, but the actual interconnecting pipeline was not put into use during As a conservative approach, the PE proposes to exclude the ER generated in September 2014 during this monitoring period this MP." The DOE is required to provide further information on how it considered that it was a conservative approach to exclude the project emission of September 2014 considering that 1) the EGPJ (EGfacility,y-(EGhistorical+ σ historical)) for February and August 2014 were considered 0 as the electricity generation was lower than the sum of historical net electricity generation and the standard deviation and 2) the project was operating during September 2014.
