Submission incomplete:
1: Scope: The verification and certification report does not provide a conclusion on the verified amount of emission reductions achieved nor/or confirm that appropriate methods and formulae for calculating baseline emissions, project emissions and leakage have been followed as per VVS version 09.0 paragraphs 403 (c) and 409 (j).
Issue:
1) The DOE (p 13) states that "the ERs calculation /4/ was adjusted in accordance with paragraph 395 (a) of the VVS /UN2/. Since the error detected is smaller (0.061%) than the maximum permissible error (%2), the maximum permissible error was applied to the measured values taken during the period between the scheduled date of calibration and the actual date of calibration." However, the submitted spreadsheet of "ER Calculations OROSI 15-16" shows that the error of 0.2% is applied for the month of April and May 2016 instead of "2%" verified by the DOE.
2) The section E.8.1 and E.8,7 of the verification report (p13 & p15) verified the value of "EGfacility,y" as "312,760 kWh" while the monitoring report and the spreadsheet present that the value of "EGfacility" is "312,865 MWh".
2: Scope: The verification and certification report does not provide a statement on whether post-registration changes to the registered PDD have been approved by the Board or will be submitted together with the request for issuance as per VVS version 09.0 paragraph 409 (f).
Issue: The section E.4 of the verification report states that there was no post-registration changes. However, the project view page shows that the revised PDD was approved by the Board on 17 Feb 2015 and the monitoring report provides that a Post-registration change on the project ́s start date was approved on 17 Feb 2015. The DOE is required to provide the information required by VVS version 09.0 paragraph 409 (f).
