1: Scope: The validation opinion does not contain information on how the DOE validated that the changes from the registered monitoring plan are in accordance to para 4 and 5 of the Appendix 1 of Project Standard which do not require prior approval of the Board (VVS v2, para 248,262)
Issue: The DOE is required to further explain how it has assessed that the changes do not require a prior approval by the EB, in accordance with paragraph 5 of Appendix 1of the “Clean Development Mechanism Project Standard” Version 01.0.

2: Scope: The monitoring report does not contain a description of the equipment used to monitor each parameter including details on accuracy class and calibration information (frequency, dates of calibration and validity) as specified by the monitoring methodology and the monitoring plan. (PS v1, para 192 (b))
Issue: The monitoring report has not provided information of the accuracy of meters M2, M3, M4, M5 and M6.

3: Scope: The monitoring report does not contain reference whether any request for temporary deviations or permanent changes from the registered monitoring plan or applied methodology has been submitted, and if applicable, the date of approval (PS v1, para 193)
Issue: The section B.2.3 of the monitoring report states that no permanent changes from the registered monitoring plan or applied methodologies have been approved during this monitoring period or submitted with this monitoring report. However, the request for issuance also includes a post registration changes request.

4: Scope: The verification report does not describe the implementation status of the project. (For project activities that consist of more than one site, the report shall clearly describe the status of implementation and starting date of operation for each site. For CDM project activities with phased implementation, the report shall state the progress of the proposed CDM project activity achieved in each phase under verification). (VVS v2, para 228 (a))
Scope: The verification report does not describe the reasons for the phased-implementation delay and/or does not present the expected implementation dates. (VVS v2, para 228 (a))
Issue: The Verification Report provides details on the implementation status of the project, however, the DOE is required to provide further details on how it has verified the implementation being consistent with the registered PDD, as there is a difference in the length of the grid connection & transmission line between the registered PDD and the monitoring report.
