Submission incomplete:
Regarding the monitoring of parameter "TDLj,y" and the value applied in the calculations, the DOE shall clarify and justify what is the appropriate value of the monitoring parameter "TDL,j,y" considering that there are many inconsistencies found in the submitted documents. In doing so, please address the following:
a) the Monitoring Report (pages 36 and 49), ER spreadsheet (‘Calculations’ sheet, cell E12) and Verification Report (page 91) refer to a value of 17%. However, the Verification Report (page 55) mentions that the default value of 20% is applied as per the "Tool to calculate baseline, project and/or leakage emissions from electricity consumption (version 1)”.
b) The Verification Report (page 91) mentions that the value is determined ex-ante in the PDD (renewal on 26/06/2015); however, according to the PDD (page 53) and MR (page 36 the parameter TDLj,y is monitored ex-post.
c) The origin of the CAR #13 (VR, page 26) as it is not clear to what value of the parameter "TDLj,y" the CAR refers (VR, page 115). There is no mention of the applied value in the Verification Report; in particular, when it says that the reported value is not in accordance with the PDD (pages 26 and 115). In the closure of the CAR, the DOE mentions (VR, page 115) that the ‘ex-ante value’ was corrected.
In doing so, please refer to VVS, paragraph 364.
