1: Scope: The monitoring report does not contain information on calibration of monitoring instruments (frequency, relevant dates of calibration and/or validity) as specified by the monitoring methodology and the monitoring plan. (EB48 - Annex 68 paragraph 10 (a) (iv) & EB 54 Annex 34)
Issue: it was observed that several delayed calibrations were addressed by correctly following guidance from EB52 - Annex 60. However, the following information are missing: i) The differential pressure transmitters, the temperature transmitter and the absolute pressure transmitter for the parameter "LFG Total" were found to be with delayed calibration which was not addressed; ii) The temperature transmitter with SN AB00DD042B6 and the absolute pressure transmitter with SN D6017901020 (both installed on the pipeline to the flare BG3) were calibrated on 20/12/2010 and on 13/12/2010, respectively. However no prior calibration dates were provided. If the calibrations are found to be delayed, guidance from the VVS (Validation and Verification Standard), paragraphs 237 to 242, must be followed; iii) The differential pressure transmitter with SN D2058B0109D (attached to the flow-meter used to monitor the gas-flow to the engine), the temperature transmitter with SN D20115142FE and the absolute pressure transmitter with SN D2002401128 (all installed on the pipeline to the engine) were calibrated on 13/12/2010. However no prior calibration dates were provided. If the calibration are found to be delayed, guidance from the VVS, paragraphs 237 to 242, must be followed; iv) The delayed calibration of the O2 sensor with SN 3.357399.8 (used to monitor the O2 concentration in the exhaust gas of the flares) was not addressed; v) The thermocouples with SN 1102056 RZ 1127/01 (installed in flare BG1), 1102057 RZ 1127/02 (installed in flare BG2) and1102058 RZ 1127/03 (installed in flare BG3) were calibrated on 10/02/2011. However no prior calibration dates/replacement dates were provided. If the calibrations/replacements are found to be delayed, guidance from the VVS, paragraphs 237 to 242, must be followed.
2: Scope: The verification report does not provide an assessment on whether the calibration of measuring equipments was conducted at a frequency specified in applied monitoring methodology or EB guidance if applicable, and/or the monitoring plan? (VVM v.1.2 para 184 (a) (ii) & EB 52 Annex 60)
Issue: The DOE verified for all instruments that "During the Verification, the team was able to confirm that these equipments received calibration according to the calibration plan defined by the company". However, CAR 1 was raised requesting the PP to explain how the delays in calibration were addressed. Additionally, no prior calibration date for some instruments (i.e. flare thermocouples, and differential pressure transmitter of the "LFG Electricity" parameter, among others) were reported. If the calibration is found to be delayed for these instruments, the requirements from the VVS, paragraphs 237 to 242, must be followed.
