Scope: The verification and certification report does not determine if the assumptions used in emission calculations have been justified as per VVS version 09.0 paragraph 403 (d).
Issue: The DOE is requested to substantiate how it has verified that the application of 20% for the parameter TDLk (transmission loss of baseline electricity consumption), as per the Monitoring Report (page 28), CER spreadsheet and Verification Report (page 61-62), is in accordance with the “Step B: Baseline emissions associated with electricity generation (BEEC,y), page 11 of the methodology” and “Tool to calculate baseline, project and/or leakage emissions from electricity consumption”, version 01. Please note that as per the “Tool to calculate baseline, project and/or leakage emissions from electricity consumption”, version 01, default values of 20% is applicable for baseline electricity consumption sources only if the electricity consumption by all project and leakage electricity consumption sources to which scenario A or scenario C (cases C.I or C.III) applies is larger than the electricity consumption of all baseline electricity consumption sources to which scenario A or scenario C (cases C.I or C.III) applies.
