Submission incomplete:
Scope: The monitoring report does not contain a description of the monitoring systems, quality assurance and/or quality control system employed by the project activity, data collection procedures (information flow including data generation, aggregation, recording, calculation and reporting), organizational structure, roles and responsibilities of personnel, emergency procedures for the monitoring system, and/or line diagrams showing all relevant monitoring points). (EB48 - Annex 68 paragraph 10 (a) (ii) & EB 54 Annex 34).
Issue:
The DOE is requested to provide further information on how it verified the actual description of the project activity in particular;
i)whether the electricity generated from the project is utilized on-site (cement facility) or is supplied to the grid as different sections in the registered PDD is ambiguous regarding the final use of the electricity generated from the project activity.
ii)The inconsistencies of the metering diagram Fig 2 in the Registered PDD vis-a vis B.7 in the Monitoring Report.
iii) The differences in the metering function of meter M3 (B) as described in the Registered PDD and the Monitoring report.
iv)Further clarity on how the DOE provided the validation opinion for changing the source of the QOE,Y from M3 in the Registered PDD to M1 in the Monitoring Report for the calculation of fcap.
