Scope: The validation report does not contain a confirmation whether the temporary deviation from the registered monitoring plan or applied methodology does not require prior approval of the Board and the provisions of Appendix 1 of PS apply to those deviations as per VVS version 09.0 paragraphs 289, 298, 300, 301 and 302.
Issue: The DOE has provided a verification assessment on the temporary deviation (section E.4.1, page 10 of 92 of the Verification Report). However, it has not confirmed that the temporary deviation does not require prior approval of the Board, and the provisions of Appendix 1 of Project standard apply to the deviation. Kindly please provide information on the compliance of the temporary deviation against CDM Project Standard Appendix 1, and in particular, how the DOE has justified that the deviation would not require prior approval by the EB.
