Submission incomplete:
1: The DOE is requested to re-submit the revised PDD with track changes considering that the PDD document included in this request for issuance does not show the track changes made to the registered PDD. E.g. pages 8 and 45 of registered PDD show the forecasted installed capacity as 3,150.4 MW and 8.89 W/m2 of power density while pages 8 and 46 of the revised PDD with track changes show 3,257.30 MW (corrected from 3,257.30 MW) and 9.19 W/m2 of power density (corrected from 9.19 W/m2).
2: The DOE is requested to further clarify the request for post-registration changes; in particular, regarding the increase of capacity (3.39%) from 3,100.4 to 3,257.3 MW (PRC-VR, pages 6-11) considering that as per the VR (pages 8 and 9) the 44 units started operation between 01/03/2012 to 29/06/2016 while the request for post-registration changes has been submitted 8 years later, on 10/05/2024. In doing so, the DOE shall justify how this request meets the requirements of paragraphs 128.b.v and 132, CDM Project Cycle Procedure, version 3.
3: The DOE is requested to justify the inconsistencies on the commercial operation dates (referred as ‘beginning of start of operations’ in the revised PDD) for the 44 units. E.g. VR (pages 8 and 9) and the Revised-PDD-track changes (pages 9 and 10) report for: unit 1 as 30/03/12 and 15/12/2011, respectively; for unit 10 as 10/02/2013 and 01/06/2012, respectively; for unit 44 as 29/06/2016 and 01/11/2015, respectively.
4: The DOE is requested to further justify the FAR01 raised (VR, page 46); in particular: (i) the issue of the litigation between the PP and the Ministerio Publico Federal (Federal and State public prosecutors) occurred in 03/2014 which falls within the monitoring period of this request for issuance (01/02/2014-31/12/2016) considering that the litigation might have been resolved at the time of verification; and (ii) the link to the document provided (2427-33.2014.01.4100) to this request for issuance as it refers to a 418 MW extension and to a raise of the high of the reservoir.
The DOE/PP are requested to further explain whether the reservoir area as estimated as 354.40 km2 (Revised PDD-track change, page 8) remains the same as registered PDD (page 8) considering that the VR (page 47) in CL 1 state that 6 extra units were added to the site.
