Submission incomplete:
1: Scope: The spreadsheet does not contain explanation with regard to application of formulae in the spreadsheet. (EB48 - Annex 68 paragraph 10 (b) (iii)).
Issue: As per the “Tool to determine project emissions from flaring gases containing methane” in case continuous monitoring of the flare efficiency, the flare efficiency in the hour h is 0% if the temperature of the exhaust gas of the flare is below 500 degree C during more than 20 minutes during the hour h. The application of this condition in formulae in the spreadsheet is not explained.

2: Scope: The verification report does not provide an assessment that all physical features of the proposed CDM project activity proposed in the registered PDD are in place and/or that the project participant has implemented and operated the proposed CDM project activity as per the registered PDD or the approved revised PDD. (VVM v.1.2 para 196)
Issue: On page 6 of the VR it is stated that electricity generation facility for 6.4 MW capacity has been constructed and installed on 12 March 2007. However, the monitoring report in Table 1 on page 3 states that the construction of the project activity started on 12 March 2007. PP/DOE have not provided consistent information in monitoring report/verification report.

3: Scope: The verification report does not list each parameter required by the monitoring plan (VVM v.1.2 para 206)
Issue:
1. The Validation report in section 3.5 does not list the monitoring parameter, oxygen concentration of flare exhaust gas, which is required for calculation of flare efficiency.
2. Monitoring report and verification report provide inconsistent information in terms of measurement of flare temperature / flare exhaust gas temperature. In section C on page 12 of monitoring report it is mentioned that ‘Flare temperature’ is measured but in section D.2 on page 17 it is mentioned that ‘Flare exhaust gas temperature’ is measured. On page 3 of verification report it is mentioned that ‘Flare temperature’ is measured but on page 9 it is mentioned that ‘Flare exhaust gas temperature’ is measured.

4: Scope: The verification report does not provide an assessment on whether the calibration of measuring equipments was conducted at a frequency specified in applied monitoring methodology or EB guidance if applicable, and/or the monitoring plan? (VVM v.1.2 para 184 (a) (ii) & EB 52 Annex 60)
Issue: As per the information available in the monitoring report, same analyzer (serial no. 038-01-ANAL-5201 – 0739666-1) has been used to continuously measure methane concentration in residual gas, methane concentration in exhaust gas and oxygen concentration on exhaust gas. The DOE has not provided the details of equipments (serial numbers and calibration dates) used for measuring methane concentration in residual gas, methane concentration in exhaust gas and oxygen content in exhaust gas.
