1: Scope: The monitoring report does not contain information on how the sampling has been conducted in accordance with the sampling plan in the registered PDD as per PS version 09.0 paragraph 249.
Issue: The monitoring report (p 22) states that "Please see the confidential report attached to this document for more information: KPT Report Project 1 and 2 October 2015." However, there is no report attached to the monitoring report.
2: Scope: The verification and certification report does not provide an assessment on whether the calibration of measuring equipments was conducted at a frequency specified by the applied methodology, the standardized baseline and/or the monitoring plan as per VVS version 09.0 paragraph 400.
Issue: The verification report (p 13-14) provides the information on the calibration of weighing scale and moisture meters with the test date of 20 February 2015 for the scale and 21 January 2015 and 15 December 2011 for the meters. The DOE further (p 14) states that "The calibration frequency of all monitoring parameter has been maintained according to the frequency specified in the registered monitoring plan." The DOE is required to provide further information on how it verified the calibrations of the scales and the moisture meters as the registered monitoring plan does not provide the specified frequency.
3: Scope: The verification and certification report does not provide a conclusion on the verified amount of emission reductions achieved nor/or confirm that appropriate methods and formulae for calculating baseline emissions, project emissions and leakage have been followed as per VVS version 09.0 paragraphs 403 (c) and 409 (j).
Issue: This request for issuance covers the monitoring period of 27 October 14 - 05 August 15 and the monitoring report (p 6) states that " The sample group showed that construction of the Changu Changu Moto improved cook stoves occurred over a period starting from July 2013 to December 2014 … The start of operation of the stoves shown by the verification date in the sample group was from 08/07/2013 to 10/12/2014… The construction of the stoves has been staggered according to availability of staff and geography constraints." Further information is required by the DOE on how it verified the project implementation from 2013 to 2014 and considered the staggered implementation in the emission reduction calculation.
4: Scope: The verification and certification report does not provide the findings of the desk review and/or site visit, and/or does not describe how the sampling size for on-site inspection was determined and field check was carried out as per VVS version 09.0 paragraph 409 (c).
Issue: There is an inconsistency on dates for the on-site inspection in the table D.2 of the verification report (p 5). The first column states "Duration of on-site inspection: 30/11/2015 to 01/12/2015" and the rest columns indicates 2-3 December 2015. Please rectify this inconsistency.
