Submission incomplete:
1: The DOE is requested to clarify the nature of the change from 44 to 76 generators as it is shown in Table 2, page 8 of the revised/track-changes PDD considering that the registered PDD shows 44 generators and the validation report of the PRC does not mention this change. In doing so, the DOE shall refer to VVS, paragraph 280.a.ii


2: The DOE is requested to further explain and verify the details of the added 418 MW total capacity; in particular, the exact capacities, dates of start of installation and dates of final installation for each of the 6 units (turbines and generators) considering that: i) in the response to the issues raised it is only noted that the increase of the water level of the reservoirs occurred in the end of 2016 and the operation of the generators started at the beginning of 2017; and ii) in page 11 of the VR the DOE acknowledges that there are 6 additional turbines and generators installed in the plant during the verification site visit and that these units started commercial operation on 03/01/2017 (referring to ANEEL dispatches). These facts demonstrate that the capacity addition to the existing project activity had already occurred. In doing so, the DOE shall further justify how the PRC request meets the requirements of paragraphs 128, 128.b.v and 132, CDM Project Cycle Procedure, version 3 as project activity capacity already been increased by 418 MW as compared to the registered one.
