1: Scope: The validation opinion does not contain a confirmation that the changes do not require prior approval of the Board and the provisions of Appendix 1 of Project Standard apply to those corrections
Issue:The DOE confirmed that the type of change that is being requested in this issuance submission is only the permanent changes from the monitoring plan as described in the previously approved revised monitoring plan caused by change in location of the electricity meters. However, it is observed that the IRR of the project has also been corrected in the revised PDD. The revised PDD (version 04 dated 11/09/2013) in page 11 mentioned that the IRR of the project without revenues of CERs is 8.35% whereas it was 7.73% as per the registered PDD (version 03 dated 17/11/2008, page 12). The validation opinion does not contain a description of this correction.
2: Scope: The validation opinion does not contain information on how the DOE validated that the changes from the registered monitoring plan are in accordance to para 4 and 5 of the Appendix 1 of Project Standard which do not require prior approval of the Board (VVS v2, para 248,262)

As per the validation opinion for post registration changes, the previously approved revised monitoring plan dated 08/04/2010, the final monitoring report and the verification report, EGs,y (the electricity delivered to grid in year y) and PRg,y (the electricity consumption of power plant supplied by the grid in year y) are monitored parameters and these parameters are used to calculate the net electricity delivered to grid in year y (EGy). The revised PDD contains the following changes: i) removed parameter EGs,y; ii) changed PRgy to PRy; and iii) changed monitoring details of EGy. The validation opinion on post registration changes, the final monitoring report and the verification report do not describe and reflect these changes.
