Submission incomplete:
1: The PP/DOE is requested to explain why the PP is unable to implement the registered monitoring plan, i.e. to install meters with accuracy of 0.2. Refer to paragraph 238 of PS-PA.
2: The DOE has not determined whether the permanent changes to the registered monitoring plan in the revised PDD do not reduce the level of accuracy of the monitoring compared with the requirements contained in the registered monitoring plan. In particular whether the use of meters with lower accuracy class (0.5) would not reduce the accuracy of the monitoring using meters with higher accuracy class (0.2). If it would, there is no information on the conservative assumptions or discount factors to the calculations to be applied to the extent required to ensure that emission reductions will not be over-estimated. Refer to paragraphs 297 and 298 of VVS-PA.
3: Annexure 1 of the monitoring report shows that the weighbride was calibration on 07/04/2015 and the calibration was valid until 06/04/2016. The subsequent calibration was conducted only on 12/04/2016. However, the DOE does not report this as a delayed calibration. Refer to paragraph 365 of VVS-PA.
