Submission incomplete:
1: The DOE did not provide information on how it has verified the briquettes used by the project activity are made of renewable biomass, and what evidences have been verified.


2: The PA was designed to distribute ICS to 99 boarding schools (page 17 of the PDD) and ex-ante baseline parameters were based on historical fuel consumption data of the boarding schools. However, (a) the project activity has actually installed ICS in 284 schools and (b) it is not clear whether those 284 schools exclusively belong to “Boarding School”. The DOE is requested to provide information on (a) how it has concluded the compliance of project implementation with project design; (b) how it has verified that the 284 schools are boarding schools.


3: The PA was designed to distribute ICS with capacity from 2.49KWth to 4.82 KWth (page 8 of the PDD) whereas the stove type with capacity of 32.78KWth was actually installed. Page 12 of the verification report has acknowledged the difference. However, the DOE is requested to provide further information on how it has concluded the compliance of project implementation with project design.


4: Regarding the determination of parameter Op_kitchen,i,y (Operating status of kitchen i in year y), days out-of-stock are considered to disregard non-operation days of kitchen (column AW – AZ of the emission reduction sheet). However, it is not clear whether this approach is appropriate or conservative, considering the kitchen may be not operational even though stocks are available. The DOE is requested to provide information on how it has verified the appropriateness of the applied approach in accounting non-operation days of the kitchen


5: The quantity of renewable biomass consumed by the project activity and the number of persons dependent on the kitchens reported in the monitoring report (page 9 and 10) indicate an biomass consumption rate of 18 tons per capita per year, which is more than ten times of the baseline biomass consumption rate (i.e. 1.28 per capita per year). The DOE is requested to provide clarity on the correctness of the reported values, considering the installed ICS is designed to improve stove efficiency.
