Submission incomplete:
1: The request for issuance is submitted together with a PRC which seeks approval for a temporary deviation from the registered monitoring plan because the measured data, for some months during the MP, could not be registered by the supervisory software. The PP/DOE shall provide an emission reduction spreadsheet which demonstrates how the emission reductions, based on the grid electricity export meter data instead of the supervisory software, were aggregated over the requested temporary deviation periods (i.e. 01/07/17-31/08/17; 01/09/18- 30/11/18 and 01/01/19-31/07/19).


2: The baseline emissions associated with electricity generation have been calculated taking into account the technical transmission and distribution losses for providing electricity (PDD, page 28 and the submitted emission reduction spreadsheet: Macaubas_Consolidated 1st VER_v4.1). The methodological Tool05 (as referred by the applied methodology (ACM0001 ver. 19, paragraph 54)) requires calculating the emissions from electricity generation as per paragraph 12 but not paragraph 16 (emissions from electricity consumption) as currently applied. The DOE shall provide information on how the registered PDD complies with the requirements in Tool05 paragraph 12.


3: The monitoring report indicates that the CER spreadsheet includes all records of measurement data of the monitored parameters. However, the submitted spreadsheet (Macaubas_Consolidated 1st VER_v4.1) does not contain all the information. The PP/DOE are requested to submit a CER spreadsheet which contains records/information of the following monitored parameter data:
i. Hourly data measurements for the parameters volumetric flow of the LFG (dry basis); volumetric fraction of CH4 in the LFG (dry basis), and Operation of the equipment that consumes the LFG (Opj,h,y)
ii. Minute data measurements for parameters “temperature of the flare (TEG.m), the flow rate of the residual gas to the flare (FRG,m) and flame detection (Flamem: on/off status)” demonstrating how flare operational conditions under para 21 of Tool06 (Project emissions from flaring, ver. 03) were met.



4: The submitted spreadsheet (Macaubas_Consolidated 1st VER_v4.1) provides the monthly consolidated results for the emission reduction calculations which are not traceable. PP/DOE are requested to submit a traceable CER spreadsheet which demonstrates how the reported results were calculated.
