For the amount of bagasse used during the monitoring period (BRPJ,n,y) in 2018, 2019 and 2020, the DOE is requested to further justify the rationale in calculating BRPj,n,y considering that: (a) the scales (1&2, Schenk at 0.2%) used for weighting the bagasse had a calibration validity until 20/05/2019 as per VR, pages 33-35; and (b) data from scale measurements were available prior 01/04/2020 as stated in PRC-VR, page 8 ('On 01/04/2020 the measures of the scales have been suspended as those were not trusted.')

The DOE shall also provide further information on the approach applied to crosscheck the calculations for the amount of bagasse (mb, in PRC-VR, page 7) as conservative as it appears that it has been crosschecked against the measured data sourced taken from weighting the bagasse which is stated to be unreliable. Hence, the average errors calculated are based from the scales and suggested formula in section D.2, page 7 of the PRC-VR. In doing so, the DOE shall provide a clear summary of such calculations which clearly indicate the boiler efficiency and bagasse heat values (data provided by the manufacturer).

Page 38 of MR states that the values presented on table 10 are obtained from data measurement at project site and the amount of moisture is discounted to achieve the values on dry-basis. This statement contradicts with the fact that the deviation requests the amount of bagasse to be calculated from the manufacturers specifications (efficiency/operational data). The PP/DOE are requested to further explain and address this inconsistency.
