Scope: The verification report does not provide an assessment that all physical features of the proposed CDM project activity proposed in the registered PDD are in place and/or that the project participant has implemented and operated the proposed CDM project activity as per the registered PDD or the approved revised PDD. (VVM v.1.2 para 196)
Issue: The registered PDD mentions that the "LFG may be used in boilers of nearby users to supply thermal energy", while the monitoring report indicates that LFG has been supplied to Offis Textile facility since June 2006. The DOE is requested to provide information on how it has verified that the project has been implemented as per the registered PDD in line with VVM v1.2, para 197. In doing so, the DOE may refer to the guidelines PROCEDURES FOR NOTIFYING AND REQUESTING APPROVAL OF CHANGES FROM THE PROJECT ACTIVITY AS DESCRIBED IN THE REGISTERED PROJECT DESIGN DOCUMENT , EB 48 , Annex 66, in particular considering the impacts of revenue accrued from supplying to the textile facility which is not specified in the registered PDD.
