Scope: The monitoring report does not contain the implementation status of the project (including a brief description of the installed technology and/or equipments, relevant dates of project activity e.g. date of construction, commissioning, continued operation periods, etc.) during the monitoring period under consideration. (PS v1 para 188 (a)(b)(c))
Issue: The waste heat generation excel indicates that the waste gas flow meter for Preheater Exhaust Gas (Kiln 1) had technical problem from Feb 26 2012 to March 3 2012. The PP has not reported this special event in MR and it is not clear how the DOE has verified the flow meter functioned correctly after the period when the flow meter had technical problems.
