Submission incomplete:
1: Scope: The verification report does not list each parameter required by the monitoring plan (VVM v.1.2 para 206)
Issue: The verification report has not listed each parameter required by the revised monitoring plan and clearly stated how the DOE verified the
information flow (from data generation, aggregation, to recording, calculation and reporting) for these parameters including the values in the monitoring report.
2: Scope: The verification report does not provide an assessment of the compliance with EB 52 Annex 60 'Guidelines for assessing compliance with the calibration frequency requirements' for the calibration delay. (VVM v.1.2 para 184 (a) (ii) & EB 52 Annex 60)
Issue: (a) It is not clear how the application of EB52 Annex 60 paragraph 4 has been appropriate as the result of the delayed calibration has not been presented; and (b) As the net electricity generation is calculated from the equation of E1-E2 and the PP applied the maximum error of 0.2% only to the net electricity generation, the DOE is required to clarify why maximum error of 0.2% was not applied to E1 and E2 individually (for example, 0.2% discount of E1 reading and 0.2% addition of E2 readings).
