Submission incomplete:
1: Scope: The monitoring report does not contain the implementation status of the project (including a brief description of the installed technology and/or equipments, relevant dates of project activity e.g. date of construction, commissioning, continued operation periods, etc.) during the monitoring period under consideration. (EB48 - Annex 68 paragraph 10 (a) (i) & EB 54 Annex 34).
Issue: The revised PDD (page 5) states that the wind turbine called Srinivas Sirigeri (code: SSHD-01) has coordinates: 13º57´01´´ latitude and 76º19´29.8´´ longitude while the monitoring report states that it has the coordinates: 13º58´35.6´´ latitude and 76º282´23.3´´ longitude. The same situation happens for the wind turbines with codes: DIPLHD-01 and DBLHD-01. Further information is required.
2: Scope: The monitoring report does not contain information on calibration of monitoring instruments (frequency, relevant dates of calibration and/or validity) as specified by the monitoring methodology and the monitoring plan. (EB48 - Annex 68 paragraph 10 (a) (iv) & EB 54 Annex 34)
Issue: The revised monitoring plan (page 7) requires the annual calibration/test of all the meters. The monitoring report (p 15) states that the first calibration dates for the meters at Elpro International (code GIM-II serial number 5436130 and 5436135) was on 25/09/2010 while the starting date of the monitoring period was 1 September 2010. Further, the similar situation happens for meters at Sameer Ladkat with serial number 5436122 and 5436121. The PP/DOE is required to incorporate the calibration information of the meters which covers the whole monitoring period.
3: Scope: The verification report does not provide an assessment on whether the calibration of measuring equipments was conducted at a frequency specified in applied monitoring methodology or EB guidance if applicable, and/or the monitoring plan? (VVM v.1.2 para 184 (a) (ii) & EB 52 Annex 60)
Issue: The DOE (VR page 14) states that “The calibrations are valid for all meters installed at the grid interconnection points covering the entire reporting period of 1 September 2010 to 31 August 2011”. However, the calibration dates for some meters reported by the DOE were 25/09/2010, 28/09/2010, 29/092010 and 24/09/2010 which were after the start of the monitoring period and the monitoring plan requires the annual calibration of the meter. The DOE is required to provide further information on how the DOE verified the calibration of the meter as per the monitoring plan and EB52 Annex 60 if applicable.
