Scope: The verification report does not list each parameter required by the monitoring plan and does not provide an statement on how the DOE verified the information flow (from data generation, aggregation, to recording, calculation and reporting) for these parameters including the values in the monitoring reports (VVS v2, para 236, 284 (e)).
Issue: The DOE is requested to explain how it verified the following parameters:
(a) Qbiogas,flare,y:
(i) The spreadsheet "UNV TOPI Biogas ER V3 0 16Apr15" sheet "Methane Combusted" shows that data on May 2, 2013 at 13:00:00 and on Sep 2, 2013 at 11:00:00 are summed up, whereas for the rest of the data, hourly figures are shown. The VR has not provided information about this, in particular what day(s) or time(s) it summed up;
(ii) The spreadsheet "UNV TOPI Biogas ER V3 0 16Apr15" sheet "Methane Combusted" provides the figures for parameter Qbiogas,flare,y, and the spreadsheet "UNV TOPI Flare Tool v3.0 07Apr15" sheet "Data for efficiency and flow" provides the figures for parameter FVRG,h. Both parameters are monitored by oscillator flow meter labelled as FI64. Both spreadsheets also provide the figures in hourly basis and in normalized unit. However, the figures from both spreadsheet do not match each other;
(b) The flare efficiency of 50%. The VR has not provided information how the DOE verified that the flare was on for 20 minutes in order to use efficiency of 50%.
