The DOE mentions on p.9 in the Verification Report that the calibration records of meters were not available and therefore the PP has applied the maximum permissable error (+/-0.5%) for export and import values for the entire monitoring period.
The DOE mentions that the validation is done as per para 366 (a) and (b) of the VVS v3. However no reference to any calibration conducted after the monitoring period (and therefore the actual errors of meters) is provided. It is not clear how the DOE has validated the approach as conservative and in line with the requirements.
