The DOE is requested to explain how it has complied with the requirements of the relevant guidelines from the CDM Validation and Verification Standard for Project Activities (version 3), in particular, paragraph 391, which provides for the requirements for the stakeholder consultation conducted after the publication of the first monitoring report in accordance with the “CDM project cycle procedure for project activities, and paragraph 392, which requires the DOE to take due account of all authentic and relevant comments in the verification for the first request for issuance of CERs.
In doing so, the DOE is also requested to clarify how it has determined that the global stakeholder consultation (GSC) is no longer required after having fulfilled the requirement for the timing of the GSC publication as per the PCP paras. 186-187, as indicated in the Verification and Certification Report.
